I went to the following site and it seems like it is specific to Mac PCs (ie: will not work on WinXP) ... is this correct?

I saw that an INI file exists for MameWah, so I was wondering whether it would work on WinXP?

Yes, but your site does not mention what platform it is for .... or am I missing it? Also, v0.70 is older .... I have seen sites with newer versions than that, so I do not think your site is the true homepage....

I google'd previously and found this site which states it is made for a Mac:

I google'd once again and found this site which states it is for Mac but does not support sound:

so after searching a few places I decided to ask whether the Oswan emulator is for the Mac OS only or can it be used on a WinXP platform?
PS: Does it support sound now?

The site I gave you is in fact the official homepage. David Rainegeard is the author of including Calice, Potato and all the others associated with it. They are ALL windows version with others porting them.
That was his last official update but emu-france also has unnofficial links to other updates such as the following:
