I'll give you a brief rundown:

An emulator is a piece of software designed for another platform. There are emulators for nearly every old computer, console and arcade game ever released. Some emulation is NOT perfect.

MAME is an emulator that runs old arcade software. MESS, its sister project, runs old computer and console software. Neither MAME nor MESS are really a "specialized" emulators in that a lot of other emulators focus on one computer or arcade games released on a certain hardware platform.

MAME emulates ROMs, or "the games".

There is no "thing" to download (no all-inclusive packages that contain MAME and the ROMs)   so you will have to download MAME and then go on the ROM hunt. ROMs are zipped for easy management.

Familiarize yourself with Bit Torrent and Usenet and ye may find what you seek.

Good luck.
