Title: Can u change CAPS on 8 LINER?

Can you perform capkits on 8 Liner boards just like you can any other arcade chassis?

You can do capkits on any monitor chassis. It's just that the Jenn Shin (the chassis that 8liners.com sells) is still new enough that nobody has assembled a pre-packaged capkit for it. For now you'd have to get out a capacitor tester and check all the caps and make a list of the bad ones.
