Why don't you try it for yourself? There is plenty of software available. One of the packages (CP Sketcher) can be found in the website in my signature (www.CreditButton.net.tc).

Any chance you can relplace the t-sticks with HAPP 49 way??  You can remove a button if you have to.  I don't really need the neogeo layout, just would be nice.

Hey mark, can you design me a 4P Gauntlet style CP, 2 Trackballs, 1 spinner, 8 buttons each, build it, and ship it to me....pro bono?
