Title: OutRun Video problem-(new guy here)

I just picked up Sega Out Run--I replaced the caps brought the colors back and looks great---but I still have a problem with the road it appears to be off and to the side making driving difficult most of the time---would this be in the Video board or ? what should I look for?
also the sound does cut out and crackle wouldn't think these 2 problem are related?

Any help for a new guy would be greatly appreciated!

Video issue: Check your monitor adjustments on the back of the monitor.
Sound issue: Check your wiring , adjust the volume pot on the pcb, make sure everything looks good, I also had a game that would not play sound, ended up that the jamma connector on the pcb needed to be cleaned, fixed the sound problem and the joystick issue too..
