Title: Can anyone figure out what this means?

Im thinking about getting a computer from this guy I met at work.  I was talking to him about video cards that I could use because I want to run my computer from a TV.  He did agree that many cards dont transfer the picture well to TV's.   So he begins to tell me a way to do it really well and for cheap.  Just as he did we got real busy and i told him to just write it down.  He left and I read it later that night.  All it said was "S-Video" and "RF Modulator Box".  I dont understand what that has to do with the computer.

The RF modulator box just takes the audio and video parts and loads them onto a channel (probably 3 or 4). You can use the S-video cable to connect the TV out card to the modulator (as long as it has a S-vid input). You would be better off getting a TV with S-video input. That modulator won't help the picture quality any.

Ok I see.   So I thought the TV just need S-Video.  I thought input was both ways i guess.  I need S-Viedo in.
