Okay there was this game from early 90's I think. It's 2 player and takes place in the near future. It's a game where you are looking down from a bird-eye view of the players. You are running around in hallways and streets setting/disarming bombs and shooting guys. You could lean up against walls to dodge bullets and stuff.
And for some reason I remember one of the bad guys in the game being some sort of satanic goat guy with a pentagram symbol...
Anyone anyone?

Not elevator action 2, that was side scrolling. But when comparing graphics, I think it came out at about the same era as Elevator Action 2.
It was a Top-scrolling game (like Grand Theft Auto 1 or 2 on the PC), not a side-scroller. It was similar to alien syndrome in some ways, except it had newer better graphics.
Man, I just can't remember the weapons and stuff. I think the key to remembering what it was, is that there were these bombs placed in certain places around the map and you had to go around and disarm them before the time ran out....all while be chased/shot at by bad guys.
It was two player at the same time...I'm not sure if it was split screen or what...

Once a system 24 emulator gets working (several in the works but the hardware was unique and is tough to work on) there should be a flood of newly emulated games
