Where can I find the tool needed to take out the safety screws that have the little tab in the center. The small screws that hold down the plexi on various cp's? I need to get one of those! Looks like an allen wrench but has the tab in the center.

Check for sercurity bits to find the one you need.
For example

Tamperproof Torx T-20 is the most common. You can buy a set of these 'security' bits at Sears and Harbor Freight as well as some auto parts stores.

Small mom and pop hardware stores are great for this kind of stuff! There's one close to me that has all kinds of stuff that Home Depot, Lowes, and Sears don't.

If you don't plan on replacing them, you can use a dremmel or a hacksaw blade, and cut a slot into the top of the screw...then you can use a flatheaded screwdriver to get them out...
