Perhaps he should have written a script for himself instead of just winging it...
....Install D, O, S on it. Now you can go with uh DOS... linux.... um, a windows.. uh.. I seen a couple projects out there that ran on Mac, but I don't know how, how well they, they were or anything.
Um, I did mine in Windows just cuz it was a little uh, easier. If you do it in DOS or linux uh, I believe you need to uh,like program or, know how to program the video card uh which can be a little difficult if you don't have the, some very, uh, specific specs about it. Um and the monitor as well. But if you have it in Windows it automatically detects that stuff a lot better and uh you don't have to worry about it too much.
Now, uh, like I said, I went with Windows, um, if you go with Windows you want to install it pretty bare. Um, you can put it like, Windows uh nintey five, ME, 2000. Uh I originally had Windows Two, no, Windows 98 in there. And I had to redo the system.
And then my Windows 98 disc got jacked up, it's all scratched up and stuff so, I ended up having to go with Windows, um, ME which, you know, is a lame uh version of Windows and...
But it still ended up working anyways, um, and then I ultimately that ME disc died and I had some, uh problems with the, with the software when I was trying to update it so I had to reinstall everything again and redo it and this time I ended up going with Windows XP cuz that's what I had available and um that works just fine.
I mean pretty much you just want to set your front end to launch on startup that way when you start up the computer it automatically just goes into the menu. Um anyway so when you install or like setup the system you install the OS well you want to put the emulator and stuff on there.
And I just couldn't take any more....

I only made it through 5minutes or so out of the 45 minute mp3, so I'm not sure I can answer that. But my impression was that he was serious... when you get to the end of the mp3, let us know :)

The comment about monitors is funny. He says he used a PC monitor as some old arcade games use funky resolutions which might look kinda wierd on an arcade monitor...or something to that effect.
I'm 17 minutes in and am having trouble staying awake...
