is there a way to hook up a vga to an ntsc tv without a tvout option? has this been done already. please help.

External convertors exist.  Check places like Tiger Direct for "VGA to NTSC".  However, they are pricy, ~C$100.  You will also be limitted to 640x480@60Hz resolution (which is the best match to NTSC).
