It means leave anyone but yourself to deal with electricity.
My brother used to work for a company in Melbourne which owns 80% of all high-voltage power lines going into Victoria. One of his first jobs there was to write a program which locates shorts/breaks in the power lines. One time he told me that a very frequent occurence with these power lines is when some drunk moron gets himself a very long chain and attempts to wrap it around the lines. This usually resulted in a long 'ZZZZZT!', followed by a smoking pile of ashes where said dumb***k formely stood.
He also told me this occured at least once a fortnight.
So you see Drew, people in Australia are just as stupid as people in America. ;)
