Title: Discharging Woes

I would like to start off with the fact that I have been told it's okay to discharge to the frame of the monitor with a grounded screwdriver, but where does the voltage go to? Shoud I be using a resistor? Can I ground to something else?

From what I understand, it dissapates.

Although the voltage in a tube is high, there's not much of it.
