Just picked up a cab used and am not that familiar with arcade monitors.

That green circuit board was made by Smart Industries, a manufacturer of crane (redemption) games. It must be a ticket dispenser interface board.
Perhaps you have a medium resolution monitor being fed a standard res signal. You haven't mentioned the make & model of the monitor nor posted pictures of the cabinet.

Not sure on the make of the cab, is a Korean candy. Monitor is manufactured by Orion, can't find any specs on the chasis or monitor itself. If it is a medium res monitor, is there any way I can use a standard video signal on it? Some sort of converter perhaps?

The picture is not rolling.
If this monitor does happen to be a dual monitor (standard and med) where would I look to change it back to standard? A connector somewhere on the chasis?

There should be a connector on the chassis usually for 15k and 24k. Don't confuse this connector with the one coming from the yoke to chassis. If there isn't a connector it probably uses another method of switching frequencies or could be automatic. Be best if you could list your monitor type also.
