Title: terminator 2 Player 2 issues

Player 1 controls fine, player 2 i cannot get the aiming reticle to move out of the top left corner at all. Any suggestions? Control panel works fine in all other games so not a hardware issue. Player 2 buttons work fine also. Thanks for any help you can provide!
