Title: How easy is this to fix?

Found this cab for sale in my town:

From his description of the video problems, how easy would it be to fix? what would be involved?

I'd also want to change out the control panel for a Street Fighter layout... how would I go about this? Add a protruding shelf type thing for the controls?

I'd look at bad caps/solder joints.

If you want a Street Fighter, buy a JAMMA cab.  That's a Breakout and should be treated with more respect than that.

I agree.. I live in Aus too and was thinking of buying it but live to far away. Its not the original monitor as that was black and white with colour overlay. Come to think of it this was Steve Jobs first arcade game. Who's he you ask.. Just the CEO of Apple. Significant game in history..must be restored
