Title: Any of you use scan convertors?

I was wondering if any of you use scan convertors to get your computer onto a tv screen, I was planning on getting a 27 inch tv with s video in and using a scan convertor to get the image on there for my next project.... Any of you know how well they work, anything about them?

Unless you get a really good (expensive) one they are usually crap, IMO.

You'd probably be better off with a video card with tv-out.

Seconded.  Almost every single video card on the market today can do TV-out, and with relatively decent quality.

I have a pc from around 1997-1998 I am using for this project, it is a compaq presario, would modern video cards fit and be easy to install?

If it has an AGP slot, then yes. (When did these become standard? I can't remember)
If it only has PCI slots, you'll have to search for a second hand card.

There are still plenty of places that sell PCI cards new with TV-out ad whatnot.   

Searching newegg for PCI video cards returns 50 hits, with roughly 40 of them with TV-out (and some with TV-in too).
