I picked up a PAC-MAN cabinet for $150.00 yesterday.
It has TIGER HELI in it right now.

Try lighter fluid. Lighter fluid dissolves the glue and makes it easy to remove stickers. Try a small area first to make sure that it doesn't affect the original pac man artwork.

You could also try a heat gun set on mid or low temp. Mask the area around the sticker with tape and maybe foil. Warm the sticker enough to make the vynal pliable again so you should be able to peal off more at a time. Try a nylon scraper too. Not metal. You just have to be real carefull not to blister the paint.
After you get the plastic off, go back and use Rubber Cement thinner to remove the glue. It should leave the paint in tact, but test it first.
(don't use Rubber Cement thinner or lighter fluid at the same time as a heat gun, or you'll be posting a message about how to remove the melted polyester shirt from your body)

Please allow me to elaborate slightly on the heat gun post-this is by far the best way to remove a vinyl sticker.
Use a hair dryer first, this may be all the heat you will need and won't be as likely to light anything. The idea is to liquefy the glue that is holding it in place.
Warm an area about a square foot for a minute or so before you attempt to peel.
Be patient, keep the heat right in front of the peeling sticker. Go slow and you may find the entire sticker and its adhesive comes off cleanly.
As for solvent to use for cleanup, try rubbing alcohol first as this is harmless to just about everything. Then if you need more strength you can go to something more flammable-be careful about open flames and don't use anything indoors.
Kerosene, although unbearable to smell, will break almost any glue without damage to a finish. Don't work without good ventilation!

Hair dryer and patience. It WILL work. I wouldn't use a heat gun on it. Just take your time.

Tiger-Heli is out, so now the cab has No_One in it? ;)
Oh, and another vote for the hair dryer. Heat guns get REALLY hot- OK if you're peeling from a surface you aren't worried about, like getting an old overlay off of a metal control panel- but could easily cook your Pac-Man art.

I was looking closely at the burn on the monitor.
This PAC-MAN has had.
PAC-MAN, MS. PAC-MAN JR. PAC-MAN Pcb's and now TIGER HELI Pcb
in it.
Amazing the shape it is in!
