You've never authored a CD before?
What program are you using to burn?

You need to do it again, this time drag the real files onto your cd-r, rather than the shortcut. For example, the Zip file that MAME32 is normally distributed in extracts to a folder called "mame32". Inside that folder will be the mame32.exe file along with the various MAME folders, such as your "roms" folder. Just drag that mame32 folder into the burning software (which brings all of the subfolders with it by default) and burn it.
Are you using XP? If so, just insert a blank cd-r into your drive and then go to "My Computer" and double-click on the drive to open a blank folder. Drag your mame32 folder into that blank folder and then on the left the is a place to click called "burn these files to CD" or something to that effect.
It doesn't matter what software you use; the point is; the shortcut file that may be on your desktop or whatever is irrelevant and you don't need to bother with it. Just burn the folders/files themselves.

any chance you have a thumbdrive? you could simply copy paste the folder to your drive and transfer to other pc. Much faster(if you have the equipment) of course.

I figured out how to get the whole program to a cd, but it ties to put everything thats in my folders in their too, all my roms, all my artowrk, etc. I dont want all that, just the program, how do I do this? I wants the roms folder and everything, just not everything in the roms folder.

Just the program?
Why not just let him download it from the net?
Or download the zip from the net and drag that to the cd?

I did this for a work computer years ago. I did it by setting up a second version of MAME in another directory, and edited all the paths to point to the D: drive, which is what the CD was on my work computer.
If the paths aren't correct when you burn the CD, you'll get errors that you can fix on a read-only drive.
