Does anyone have any tutorials on wiring my controls up to an I-PAC 4? I'm about ready to do this..

Ok, so can I just start wiring up my I-PAC 4 and stick the wires in any outlet on the I-PAC 4. Then go into mamewah and configure it so that the buttons work for wherever I put them on the I-PAC 4?

Well I wouldn't wire them to "any" outlet.. to make it easy on yourself wire player start 1 to P1 START, etc.
They are setup for MAME defaults so for a lot of games it will work without configuration. Some games, like mortal kombat, the buttons need to be in a specific layout so there may be customization for that.
Wire it up, try it out, and customize from there.

Got another question. What is 1 SW 1? Is that player 1's first button?

Could you take a look at my CP and tell me how would be the best way to wire it to the IPAC 4.

Yes, by default.
Remember - 1SW1 sends L Ctrl, but you can do a lot of other things if you wanted to.
You could wire Button 1 to 1SW1 and off you go.
You could instead wire Button 1 to 1SW3 (Space), reprogram MAME so P1B1 was Space in all games, and off you go.
You could instead wire Button 1 to 1SW4 (L Shift), reprogram the I-PAC so 1SW4 sends L Ctrl and off you go.
Finally, you could instead wire Button 1 to 1SW5 (Z), reprogram the I-PAC so 1SW5 sends R, reprogram MAME so P1B1 was R in all games, and off you go.
I am just trying to point out that the input labels are guides, you don't have to really use them.
