Specifically that is Megaman from Megaman 2 from the Nes, usually considered to be the definitive Megaman (there were like 14 or 15 Megaman games).

You must now purchase Megaman II and an NES (I assume you don't have an NES if you don't know who Megaman is). Your next task is to play it until your thumbs bleed.

yeah right, and when they do put these said controls in a game how do they find the time to come back here???

I don't think it's even possible anyway...........
