The earth rail on my monitor goes around the front of the tube like it should, but theres a black wire coming off that goes to a connector on the neck board. Should this be connected?
(Said chassis is a Hantarex.. has MTC 9000 features but different layout, unknown model :() - incase anyone does,
it has the video and power connectors side by side on the left side of the chassis, RGB adjusters on the top of the neck board in a row, standard hantarex connectors and the remote adjustment board from the 9000. Pictures soon!
I'm going to be discharging my monitor soon and dont want my chassis fried in the process.

Looks to me like the board at the neck of the CRT is getting it's ground (or earth) from the chasis. I can't really see where exactly the black wire is connected but that's what it looks like. Those wires are usually there to match ground potentials with all the boards for the monitor. My guess is, since the PCB was mounted in an awkward place, they couldn't ground it with the mounting screws as they usually do so they had to run that ground wire.
But, again, that's all speculation.

Edit: on rereading your post you said it ran around the front of the tube.

I have a similar question, figure it would be best to put it here;
I want to give my monitor a test to see if the problems resolved, but its on my makeshift workbench atm. The power and video cables reach out the back of the cabinet so I can turn it on and look, but the ground wire from my cabinet does not. Would it be safe to power on without that wire, only isolation transformer and video connected (I wouldnt be touching the monitor at all - just watching) ?
