I was wondering if an arcade monitor, hooked up to a PC using a ArcadeVGA card could output video from capture devices such as TV Tuner cards or the like. Would I be able to input video from a VCR/satellite, etc into the TV card, and display it on an arcade monitor. If so, what resolution does it show as?

I couldnt get it to work when I was trying to get overlay to work on the hacked component out on an ATI card, you may have better luck with the arcadevga.
What I found even when not using overlay on the interlaced component out is that it was crap looking - there were combing artifacts on the edges of things and no vsync so there was also a horizontal tear across the image

I don't know if ArcadeVGA can, but if you have a capture device that can run at 640x480 or 720x480 interlaced, or 640x288 non-interlaced, I don't see why not.
Additionally, if you are in Europe, you can get a video switcher, and devices that output RGB SCART. With an Adapter, you can connect these to the arcade monitor, as RGB SCART is essentially Arcade Video Signals (15Khz RGB).

It should be able to as long as you get the 9200 based avga card.
The older 7000 series you had to disable video acceleration for correct video playback on the desktop, and that messed up some programs that used overlay (I.e. most tv cap cards)

Well I just got my ArcadeVGA card in the mail yesterday. It has one VGA port, and one Svideo, so I think that is the 9200 based one, correct?
If my capture card works on a 640x480 resolution, does that mean that I wont get the full height on an arcade monitor?

the 9200 should work just fine.
