Title: "TAB" key won't work to enter setup menu

I've just discovered that my tab key no longer works to enter the setup menu in MAME .97.
When I press it I see the setup menu flash and then I get the volume control. If I continue to press tab the setup menu keeps on flashing but never stays up.
I know the tab key is working - I've tested it in Wordpad and in some other emulators (mess, etc). I've tried 2 keyboards and the shifted function of the Ipac all with the same results.
I'm probably missing an ini/cfg file but I can't see anything missing.

Any help is appreciated.

Try deleting your default.cfg in the MAME\cfg directory

Yeah, that one comes up a lot.

Try doing a Google search for it.  Happens pretty often.  It's even in the Mame FAQ.
