Title: Can I convert a "Drag Race" wheel for mame?

I have a steering wheel off an old Atari Drag Race.  I dont know much about the way they are driven, this one has a grooved sprocket at the end and what appears to be two leds looking at the teeth, is that optical?  And can I hack this to a mouse somehow to use on a pc?

I've been wondering,  has anyone ever tried to have an optical mouse read, say a cylinder attached to end of a steering wheel shaft?  It seems like it would be a super easy hack to do - just bolt some kind of cylinder on the end of the shaft (say a pvc pipe cap) cover it with something non-reflective that the mouse would be happy with, and hold the mouse close to the cylinder.  It's not like it will matter if it rubs - that's what it does in normal use.
