Possibly... Your video card needs to have video out, which is typically the yellow "RCA" composite jack, or even S-Video if it's a higher end card.
The TV needs to have the same input. This might be an issue if its an older or cheapie 13" TV. You can go with a device called an RF modulator to turn video in into threaded coax out, but these usually cause some signal degredation.

If you're using this just for Pacman and a couple other classics, you could get one of the Jakks TV games, then hook that up to the TV and hack on your own joystick. If you're planning to use MAME, then make sure you check what TOK said.

I put together a 4 foot tall Ms Pac and used a 17 inch monitor in it. Came out pretty cool if i do say so myself. I opted to just have it play all the vertical games running arcadeOS and dos mame on a pentiumII. sweet little machine.

Where can I find the plans for that mini Ms Pacman? They seem to have disappeared.
