Do you have or know who can make it ?

It can't be duplicated exactly, but it could be made similar as rohan has suggested.  The original artwork was neon orange, which can't be printed with an inkjet printer.  So the only option would be a real replacement.  If you want to go that route, try Sega Service.com.
