I personally haven't dealt with him, but in the past I've seen nothing but the highest respect for drmoonsparkle and his wares.  Everybody is of the opinion that he won't do you wrong.

I've got 2 cabs exactly like that one. They have mounts for a 25" monitor, but I made my own for a 19" in less than an hour. The board installs on a shelf you can pull out so maintenance is a snap. There is no rear access to the machine, though. Since the board can be pulled out, everything is done from the front. All in all, I think they're pretty nice. Plus you don't have to feel guilty about making whatever you want out of it because you're not ruining an older game!

If you're local and are in need of an empty cab, you aren't likely to find a better price. Better snap it up.
