Does anyone have any stand out suggestions on how to mount a 21'' PC monitor in an Asteroids Deluxe cabinet?
Is it better to leave in monitor casing?

Without knowing the exact dimensions of that cabinet, I know I have had very good luck with mounting 21" VGA monitors in Taito cabinets, using the existing monitor mount. You probably will want to take the case off (should be 4 screws, and then jimmy the cap off the tilt base at the bottom, there will be a screw under it.
The monitor then sits right on the mount. You could strap it in if you wanted additional rigidity, but since it is such a low angle (about 45 degrees) it sits on there just fine for me. Would only have to take it out if I moved the cabinet a great deal.
You could also custom make this with some wood and L brackets. Simply build the enclosure where the monitor would site out of wood, and slide that around your monitor and slide the monitor and mount into place. You can then bolt it in.
Easier said than done, but once you take the case off, you will see the tabs and edges that could hold it into place.

Asteroids Deluxe uses a vector monitor mounted face up reflecting off a half mirror.
If you keep the original setup, you will have to run all games with the image reversed left-right. Now this can be done in hardware with MAME, but I don't know about other emus. You will also have the backdrop visible.
If not, you will need to remove the mirror and background artwork. You will have to build your own mounts and attach them inside.
In all, I'd say a difficult conversion... and such a classic. :'(

It is a classic which is why I made sure I got the original marque and am restoring the original side art. Just needs to be cleaned up and viola! I have an original Asteroids Deluxe in my house. Mounting the PC monitor seems to be my most difficult problem at this point. Everything else I have figured out.
I have decided firmly on setting my PC Monitor normally facing you, instead of facing up to the mirror. So the mirror is coming out and the face, the original monitor was attached to I will either use as a shelf or set up some sort of attachment assembly.
I guess that leads me into a question as to whether or not everyones monitor is locked in place or is there some wobble. I really want this thing locked in there good.
So whats best, trying to bolt the front to a mount of some sort or setting on a shelf?
