Title: How do you take the Neck Board off?

I am trying to do my first capkit installation, and am working on removing the boards. How do I take the neck board off? If i were to guess i would say just pull it off but please help me out on this one. Its a pretty nice monitor and i dont want to screw it up. heres a picture. This is probably a really stupid quistion, but you do the caps on the neck to, correct? Also what is that white crap that the board connects to by the tube?
