I am trying to dosome artwork but cannotfind a good program, ???

You mean, like, a color overlay to "tint" the image?
You can do limited tinting with InfranView (http://www.irfanview.com/), which is relatively small and FREE. Otherwise you want to check out the Paint Shop Pro (http://www.jasc.com) Demo ($99 if you buy it).

You could use the GIMP (free) and just put a full layer of color on top and mess with the transparency.

I actualy have Gimpright now, andAdobe but neither I can get working to do what iwant... except adobe's Sharpen and stuff..

with both adobe and gimp you do what neebick said. Create a layer on top of the layer you want to color. Choose a color. Set transparency of that layer. But this will basically combine the colors under the layer, not really turn it a certain color.
In photoshop (probably in gimp to) the the better way is to apply a style or something like that. There's a way to tiny it. I'd have to look it up again. Ahhh, it;s blending options/color overlay.

For some strange reason lately I am in suspicision of a hacker or Virus Not letting me Use Task mananger and for odd reasons deleting certain software i download... Sadly i could not use Ifranview and it also does not let me search manga scans either... lol closes my Browser anyone have an idea?
