Title: can someone build me a 4 player control panel for a MAME,

best bet for new console games is a quasicon.  they incorporate analog sticks into their controller.  you could build your own, but for what you are looking for, a quasicon would be a reasonable price for it.  i think they only have two player panels right now, but you couls just buy two.  do a google search to find the site and check it out.

Get an X-Arcade and change the buttons and joysticks.
