my cabinet just arrived..when i check the inside..i saw some green wires that connect from the monitor metal frame that lead to no where, am assume this is the ground wires or something..am i suppose to ground this some where? thanks

Yes ground is usually green and thicker than other wires, you can attach the ground to a metal control panel or the monitor mount.

can i attach those wire to a screw near by..cause there is one green wire that also attach to screw..basically i can attach these wire anywhere that has metal right?

I'm speculating a bit here, but if you are wiring up a 4-slot neo geo there are some additional considerations. It has something to do with the -5v and the sound. You should look into it. There is also some good info here.
