Title: I wonder why Street fighter alpha 3 upper is Naomi based?

I wonder why they didnt use the same hardware and Street fighter alpha 3.  To me it just makes since, I mean they only added new characters right?  Maybe some of you game gurus could enlighten me on the subject.

Maybe because GD-Roms are much easier to produce than PCBs, and there was already a Dreamcast port of the game so there wasn't much work needed to make it a Naomi game.|
Or maybe it was released on Naomi for ops that had Naomi hardware but not CPS2; so Capcom could widen it's grasp on the market.

oh ya I forgot it came out for the DC.. it makes sense now.
