So I got a brand new Ms. PacMan marquee off of ebay a few years back, it was sent to me with a paper/sticky film

Try a product called
GOO GONE
That is what i would try next.
You can get it at WAL-MART
or simliar kind of store.

Yes, i second that. Goo Gone works great. I had a big sticker in the corner of my Ms. Pac marquee and goo gone took it right off. It leaves kind of a greasy residue for a while, but it goes away after a while.
You can get it everywhere. I've seen it at Kmart, Lowe's, Home Depot, and Wal-Mart.

Goo Gone, but let it soak a bit. If you use too little, and try to work the glue off too soon, it's still a pain.

Mineral spirits works well also.

There is also a COPY CAT
Product of GOO GONE called DE SOLV IT
it works just as well.
and yes the more you use the better results you will get.

Ok, well goo gone it is... I am going to need a ton of it I think, as the ENTIRE marquee is covered. Anyone have an idea of how much solution it would take to do that? Can I dilute it in water and sit it back in the tub, or is that just going to make a big mess that I can't clean up?

No i would not dilute it !
I would just buy like a cheap plastic tub or something from dollar gereral.
Then pour the GOO GONE in the tub with the marquee.
GOO GONE leaves a greasy residue for a little while, And it has the strong
scent of ORANGES.

pour some goo gone in a cookie sheet (with sides ;))and set the marquee face down for a while. Everybody has a cookie sheet!

I don't think I would let the goo gone touch the back side. It may have an adverse reaction to the paint.
