Title: picture going out on (sorta) new TV

Here is a pic of what's happening to my friend's 4 year old HD tv (out of warranty, unfortunately).  Any thoughts on the severity of this (repairable, price?)?  It's a Panasonic PT-47WX49E.  Thanks for your help!

This looks to be a projection TV ?
