I have a computer monitor that I plan on using in a cab. The problems is, all the adjustment controls dont work and when I run mame, in the lower resolutions, it places the image off center or off the screen.
Can you force a higher resolution or make left-right adjustments through command line or mame INI
?

quickres (there are more then one version) will force a resolution in the command line... but not what your asking... but maybe part of it.
in the mame.ini you can force the resolution or do it in the mame command line.
but for trouble monitors... force one resolution in all games and use hwstretching is pretty good on my monitor. It can handle 3 resolutions native... but the output is as good using 640x480 (max res) and hw stretching then if you go with 320x200 or 320x240 even on games that run that resolution. Decreases the launch time considerably and makes it so I don't have to recalibrate my actlabs gun.
An option you might consider trying.
