i seem to remember a link that gave instructions on how to tweak a fresh install of windows xp to be optimized for mame. anyone know where that link is or was there never one?
do i need to bother upgrade direct x or any of the security patches?

MAME requires a really old version of direct X (I think 3.0) so you already have a higher version than that. You don't need any security patches if the computer will never be connected to the internet.
I don't know about tweaking specifically for MAME, but here is a nice article on windows xp tweaks:

When official mame went win32, it only needed 3.0, but not anymore. You really shouldn't run it on anything earlier than directX 7.0 if you want mame to run the current mame in all it's glory. With directX 5.0 you lose some effects (if it still will run), 3.0 even more.
