I see a bunch of these online stores selling "new" Ms. Pacman uprights for anywhere between $2000.00 and $3000.00.

To answer your 1st question, there are NO new official ms pacman cabinets. Only Ms Pac/Galaga combo games.
Alot of peopel are making replica ms pacman cabinets, that look and feel the pretty close to the original (with the exception of the joystick which is usually a stick from the galaga/ms pac reunion cab, has a different feel cause its microswitch instead of leaf switch)
Usually the art is a decal instead of paint as it was originally, and the midway logo is mising from the marquee, cp, and sideart.
You will want one with an original pacman or ms pacman board if you want the original feel. (they are both the exact same board, with just some optional components) And if you want to use the speedup function I HIGHLY suggest you get the 96-in-1 kit (http://home.everestkc.net/mdoyle/multipac.htm) that plugs into an original pacman or ms pacman board, allows you to play EVERY version of pac, ms pac, pac plus, super pac, all at sped up or regular speed. Also allows you to play space invadeds and pengo and a few others and it is VERY easy to install. It costs about $150 I think but it is well worth it, and since it is not an emulator, or a jamma bootleg, it will play as an original did. No one that I have seen is putting the jamma ms pac/galaga reunion boards into custom cabs, the boards alone are going for liek $1000.
Beware of the multiarcade games that feature pacman, ms pac, galaga, donkey kong etc. These ARE NOT pacman boards, but cheap knockoff jamma emulator boards that many people have had problems with. The sound is not quite right and the controls can be delayed.
If you just want something that looks and plays like an original, get a nice new (or refurbed) cab and make sure it is running an original pacman or ms pacman board.
If you are a colletor, keep looking for a cherry original ms pac, they are out there, I just scored one last week for $400. Only had 42,000 plays on the counter which is still working, and has been in someones house for 15 years. Of course this was after over a year of looking at cabs with no art for $800 :)

Also, I have seen a few of the NEW ones in person and the quality varies wildly. I have seen brand new ones at the auction that had plastic control panels on them and were heavily damaged by the end of the day just from people playing them.
Ms. Pac keeps falling in price. They are down to $500ish in the St. Louis area.

Wow!! Thanks alot for the info guys, that's pretty much everything i wanted to know.
I guess my next question would be are there any reputable online places that you know of that sell original repro Ms. Pacs? The overlay decal is OK with me, as well as the missing Bally logos, but i want the feel and look of the original.
Any chance of you getting a hold of one of those 500.00 Ms Pac's? I live about 7 hours from St. Louis, and could make the drive if necessary, or i'd give you some $$ to meet me in Kansas City. I'd pay you for your troubles of course.
I've only been looking seriously for one of these for about 2 months, but i pretty much have no leads in the Omaha area...my only hope is to find one in the want ads...and who knows when that will be....i guess i just need to be patient.

Not sure where they are located, so shipping could be trouble, but arcadeshop makes what you are looking for, based on what they sell for parts the quailty would be there and its an original board

$1795, everything is new except for the original ms pacman board, which is basically what you want.

And another reason for not buying the x-in-ones is that you are supporting blatent piracy, as well as getting a really crappy product (basically DOS+Mame in FlashRam).
And before someone jumps on the Multi-Pac kits being "supporting piracy". Yeah, to Namco you are, however you are still owning the original board with the original features, and are only adding in the new roms / menuing as a kit on top, not producing wholy separate units that can run without the original boards.
In my area (MN/ND)---the sole direct to customer retailer still want $1100 on all Pac* and Gal* games, upright, cockail or cabaret, in really bad just-off-route shape. They haven't realized it isn't 2001 on eBay any longer. $500 would be a steal on a Ms.Pac

Yes, try an add on craigslist and or in your local paper. Simply state Ms. Pac-Man wanted, paying $500 for nice working game. You might very well get a bite.
