I fired it up today, and have sound and power, but no picture.

Yes pc's output rgb.
but before you hook up that beast set your video mode to
640x480 at 60hz.
You should hook up the rgb and it looks like your cable is using seperate syncs.
So try them on the seperate syncs and if you don't get a signal swap the black and white connectors.
The specs on that monitor says up to 800x600 but I didn't see at what refresh rate.

I have an applicable cable and hooked it up, but looking at the db15 connector that goes to the PC, the pinout looks a bit different than a standard VGA connector.

You should verify that the pinouts of the cable match the PC's output; e.g., ensure that the sync plug traces to the sync pin from the PC's output. That cable may have been made for a machine other than a PC and the pinouts may not match.
I noticed in the monitor specs that it can sync down to 15kHz. You should be able to connect this directly to arcade game boards.
