Well, I'm going to give it 2nd try. I gave up the first time because I was too worried about frying something (by sharing grounds).
My goal is to share my control panel (two P360's and several buttons) with my IPAC/2 and two Dreamcast controllers. I know I can't share the GNDs so I bought two DB25 switches. Now I also know I need to seperate P1 and P2. (thus the reason for two DB25 switches)
The problem is my two P360 joysticks. They need a +5V and right now I'm getting it from my OptiPac but I have no idea how to rewire it so I can share it SAFELY with the Dreamcast and the IPAC/2.
Somebody suggested buying a +5V AC adapter from Radioshack and then using that +5V/GND and having the P360 completely seperate from all of my other controls....
Can anybody please help me? I really don't want to fry anything...

Simple. The blue wire coming into the DC controller (off the cable) is +5. So use each controllers +5 to power each players P360.

I have hooked up my p360s to my dc and my ps2. It is just like Dave said. The blue wire from the controller cord is +5v.

Ok, what about when I switch the DB25's to use the I/PAC2 instead of the Dreamcast controller. Should I then get the +5V from the OptiPac? If I get the +5V from the OptiPac then the P1 and P2 GNDs will be joined. Is that OK?

When the DB25 is connected to your computer you should get power from the ipac and the ground from the ipac.

I think TalkingOctopus ment to say Optipac and not Ipac. In your first post you said you are already getting +5 from your Optipac. Using the OptiPac +5 is fine when you are connecting your P360's up to your PC. Just make sure you are using an OptiPac or Ipac ground wire in your PC-DB25 connector.
When hooking up to a Dreamcast, use +5 from the DC controller, and DC ground wires in your DC-DB25 connector.
To answer the question of sharing grounds between player 1 and player2 controlls, this is fine as long as both sets of controls are connected to a single DB25 connector.
