It's easy enough to hack.  Many people here have done it.
As long as you don't charge people to play it, it should be legal in a public location.

if you use a tv, and like he already said, dont charge anyone to play it, it's all legal.  you could make it seem a little more authentic by making a control panel with real buttons and wiring them up to the input from the original joystick controller to make it look as authetic as possible.  but it might take some work, and maybe even two of those, since you might mess up.  good luck, and ask any more questions if you have em.

Watch out for the little kids who won't leave until you get sick of them and pull the plug.
A free arcade game sure gets a lot of attention.

Putting a mame cabinet out in public is a great way to get your parents sued by Namco.

You are better off building a Neo Geo cabinet. It will cost about the same amount of money and you will be able to charge money for it and change the cartridges whenever you want.

Or you can also look into a generic Jamma cabinet, this is even cheaper than a Mame cabinet, and you can get great newer boardsets for around $50 each.

I don't have a desire to be an operator but at one point in time, were machines required to carry a license from the state to be in a public place?

I know you typically see these (albeit expired tags) on old machines at auction etc.

Is that still the case?

Just curious.....

Laws vary wildly from place to place, but a free machine shouldn't need a license anywhere. If he does make a coin op machine then his parents can simply go get whatever coin op license is needed (generally you just have to go and fill out a piece of paper and pay for the sticker).

The box probably has a disclaimer somewhere on it or in it stating that it is for home use only, any commercial or public use is strictly forbidden ,etc, etc. I DOUBT that this type of use would be within the scope of proper use, free or not. That being said... I can't imagine it seriously being a problem, especially if you are not charging for it. Not when there are thousands of bootleg machines making money all over the US.

All points already said aside, that Atari joystick has Atari 2600 (home console) games on it. Not the real arcade games. So it's a crappy choice to hack.

(I don't know why everyone else is talking about Namco when he was talking about the Atari 10-in-1)

I doubt that it's legal even if it's free, but I also doubt that you would experience any trouble.

Would someone really call up Atari and complain or would they shut up and throw a few quarters his way... I know its not good to think that way...but what are the odds?

I think the only risk would be from other business owners. If they are in competition and they think they are losing money because customers are drawn by free games, then I would guarantee that Atari would get a call.
I've seen a simialr thing happen with competing bars and rented movies.
