I've looked at a million posts already, but not seeing exactly what I am looking for.

Only way to support 100% 15KHz is ArcadeVGA. Otherwise, you have to keep monitor off (or use JPAC) during boot.
As far as general support (after boot), Advancemame will do it (DOS). It supports many video cards.
Trident Blade T64 will do it even in Windows.
Powerstrip will do it in Windows for supported video cards.
If you are tech savvy and like a challenge, use one of the non-ArcadeVGA options (I did with Advancemame). Otherwise, buy an ArcadeVGA and be done with it :)

So MAMEWAH is not an option in this situation? Or is it just alot more of a pain in the butt?

MAMEWAH is just a menu program that starts other programs. It doesn't control your graphics card in any way. If you got windows running at 15KHz (with powerstrip or ArcadeVGA) MAMEWAH will run at 15KHz as well.

You have several options:
- Run AdvanceMAME in DOS or Windows.
- Run MAME with Powerstrip in Windows.
- Run XMAME with XFree86 with 15kHz modelines in Linux or *BSD.
- Run AdvanceMAME with SVGALib in Linux or *BSD.
- Run MAME with ArcadeVGA card in Linux, *BSD or Windows.
Note that the ArcadeVGA card is only a convenience product. It has a BIOS with pre-programmed 15kHz modes. You can achieve the same thing by using the above listed software.

I'm building my own 15kHz-monitor cab right now, using Linux, SVGALib and AdvanceMAME/Menu.
