Is there a way to control the pc's volume using the controls on my arcade cab only?

This may work for you, I plan on testing it on my cab today or tomorrow:

I'll be setting some ipac shift keys to volume up/down/mute until I can work out a permanent volume knob solution.

I have a volume knob.  I think its a good solution.  I mounted it on top of the machine near the on switch.  When you adjust it you can just sense people wondering "do all arcade machines have a volume knob on top?".   A wireless remote would work good too.

What about tilde? Not quite sure what you mean there buddy. How would you link ~ to volume control?

Either start MAME and hit the tilde to see what happens, or take a look at the default keys that MAME uses http://www.mameworld.net/easyemu/mameguide/mamecontrol.htm  My guess is that you'll be surprised :)

yes, are you trying to control all of the PC, or only volume in specific apps like a front end or mame? the answer to the problem could be quite different!

If you have a SB Live cound card there is a header on there to control the volume from buttons.  You'd have to have dedicated buttons for this.

How do you input a ~ on the ipac? It wont let me input that key, it just picks up the shift key for some reason & and the on screen keyboard does the same
