Title: Green "Glow" on monitor - Also "Dripping" Font?

The "Black Level Control" (a.k.a. Brightness) is set a tad bit too high and needs to be turned down a little. This is a common thing on the 4600 series monitors.

Also I'm thinking if its just the red letters getting blurred your red saturation may be too high.  of course I can almost guarantee that a cap kit has never been done so your colors are all likely off.

Turn down the black level first. Chances are too that if the monitor has not had a capkit done that the black level pot could be bad (a common failure item). A new one is included in the capkits from Zanen Electronics.
