I have a SMALL control panel, 23x5", and I am wondering if I should go with a two player layout or a single player layout. I will primarily be playing older "classic" games so I am leaning towards a single player layout. Will I regret this later? I think a two player layout will be too cramped . Any suggestions?
Thanks,

23" should be enough for 2 simple joysticks and 2-3 buttons each. Put the start buttons at the front of the cab to save space if you like.
Half the fun of the older cabs was shouldering your opponent for that unfair advantage. :)

My 2p control panel is only 24" wide, I have a stick & 6/7 buttons (just got rid of the 7th) per player. It is a lot deeper mind you, ~11", but that shouldn't be an issue for you.
I don't feel my CP is too cramped for 2 players, seems just right actually :)

I'm using a 23" panel also and although I haven't tried it out with two people yet, there really is a lot more room there than you'd think for that width.
EDIT: Forgot to mention I'm only using 3 buttons per player.

If anyone has a link to pics of a similar size control panel I would appreciate it.

My control panel is only 19" wide and it's a 2 player layout with 4 buttons each.
I mounted the controlpanel flush with the t-molding so you can rest your hand on it, thus in a way increasing the size to 20,5". It works great playing two at the same time and I'm even about to add a spinner. Pics in my sig.

Mine is 21" x 5" I have 2 joysticks with 6 buttons each & 1+2 player start buttons on there too.
I'll post I pic once I have installed it. My only wish now is that I could squeeze A trackball on there too!

23 x 5, same as yours. Two 8 ways with four buttons each and a 4 way. Plenty of room.

I have a 24X12" two-player desktop controller with 7 buttons per player. I would regret having it single player. One thing to consider though is that I can move the left player closer to center for alternating games. Drives some people nuts to stand "off to the left" on Pac-Man, for example.

Mine's not done, so I can't comment on whether or not I made the right choices, but here's my layout for a 22" wide panel:
