If it is a relatively new motherboard (last year to 2 years - should actually go back farther) you can just press and hold in the power button on the case. If used in a cab, rig a momentary switch (arcade button, etc) to the power jumper on the mobo and you should be ok. On the modern mother boards pressing the power button sends a shutdown signal and windows should gracefully close and PC power off.

The other part of this, aside from the power switch, is setting up Mame32 as your shell. That means that the computer boots right into it. On XP and 2000 machines, you have to set a registry key to do this. On older OSs, you have to alter an .ini file. Which OS are you using?

About the power down..... there are two "modes"
A quick "click" to the button send the shutdonw signal. Holding the power switch down quickly unmounts key windows thingys and performs a hard shutdown, which is dangerous if something is processing data, but in general is quicker than the single click.

consider using regular mame and mamewah, which has a shut down feature built in.

Heh, where have you been? They all do at this point. It's still more efficient to just hit the power switch though.
