I see some $5 video cards on ebay that have tv out but is the quality gonna make me want to die for mame and console emulation?

Keep in mine, ATI has had cards with "tv out" for over a decade. I'm not sure you'd want a 512KB ISA card... ;-)

So ATI would be a good choice then.

I have a GeForce 2 MX with an S/Video out in my cab and it works great.

My first cab had a $8 ATI rage card I bought off e-bay, worked great. Try to get a Built by ATI card if possible, they tend to use better quality components than some of the ATI OEMs

ATIs all use good tv out chips (all built by ATI that is)
"powered by ATI" might have any chips on them. Sapphires make all ATI brand cards and so they usually (always?) have the same chips, but others you should be warry of.
Geforces come / go. Some are great (as good as ATI) and others suck big <add animal here> <add male anatomy parts here>
So anyway... go with ATIs are a safe bet. But if you like geforces... look around and you will find some great cards..
Malox's I remember having good TV out... I don't know if they still are.
