Title: Composite/S-video to VGA?

I'm working on plans for a bartop, but am currently lacking a screen. I was thinking about using a computer monitor that I have sitting around, but I want to be able to use normal video on it too. Since the bartop will most likely not have a computer in it I can't use a video capture card. Is there a way to easily convert composite or s-video to VGA?

As a side note:
The only other option is to use a small TV that only has HF input. Is there a way to convert composite or s-video to hf, without a VCR?

There are such converters available.  Additionally, you might able to get by using a TV Tuner Card on the PC.

Anything specific? I tried doing searches but only came up with units over $100 and way too complex for what I need. I don't want to use a tuner card because I am not planning on having a full PC. I suppose if that is the only way to do it cheaply, I will have to. Any ideas for tuner cards?
