Well I saw a pcb board for sale on ebay, the seller said it is untested and it could work or could not work, is there a way to test them or is there anyone I can take them to who could check.

What is the board. I'll test it for free (you pay postage) if I have the right hardware,
I can test JAMMA boards, Konami boards, Neo Geo boards/carts, Stunt Cycle boards, Sega Turbo boards, city connection boards, and some pong boards.
I can also test Vectorbeam and Cinematronics vector game boards but I won't, as a defective board can also break your monitor with those.

I can test it and reship it the next day.
Newer boards are almost never repaired, usually just replaced. If something is wrong I will of course do the usual tricks (reseat chips, etc), but if it doesn't come up after that it is just simpler to buy a new one.

Do you reccommend me to just buy a new one or what, if so where can I go to buy new ones, your help is greatly appreciated.

Well, when I say NEW, I mean used.
If you want my honest recommendation, then I recommend buying one that the seller will test for you. That is a common board, there will be more out there to choose from.
Also, it is VERY strange for anyone to be selling untested JAMMA boards. Very strange indeed,

In the world of eBay, "untested" means "not working and smelling of urine" about nine times out of ten.

Yeah.... I got stung once with an "untested" board. The reason it was "untested" was because it was MISSING CHIPS!

Since somebody could sell a "tested and working" board on ebay for much more money, and considering it's a Jamma board and they are easy to test, it's usually safe to simply assume "untested" means "I'm pretty sure it doesn't work, so if I sell it as untested I'm covered"
There's really no reason anybody that deals in these things can't test them, Jamma boards are usually easy to check out.
I've seen boards listed on ebay as untested, and from the pics (usually small or blurry) you could tell they were missing parts. They don't test them before sale because they already have an idea they don't work.
Assume anything listed as "untested" doesn't work, and pay accordingly. If you buy one and it does work, then you have a pleasant surprise.
