I want a real arcade feel so I'm wondering what should go in front of the monitor and would some thin Plexiglas or a clear sheet of plastic work?
Also should i use a TV for the monitor?

i used two thin sheets so i could sandwhich artwork between them

If you can find an RCA to VGA converter for under $80, use a monitor, otherwise it's plain foolishness not to use a TV for this application.
The 5-in-1's use RCA connectors, so if you DO happen to find a way to convert the signal to VGA cheaply, let us know.

are there adaptors that connect to a normal computer-to-monitor port that will connect to a TV?
those ones like this

........
to regular TV?

Yes, every adaptor you can ever imagine exists, all are expensive, and all of them degrade the image quality.
